EX POST ANALYSIS IN EVALUATIONS OF EFFECTIVENESS OF TRANSPORT INFRASTRUCTURE INVESTMENTS, ON THE EXAMPLE OF ROAD INVESTMENTS, IMPLEMENTED IN ?WIÊTOKRZYSKI REGION IN 2005?2013

Pawel R. Kozubek

Resumen

This article discusses reasons for ex post analyses of transport infrastructure investments, especially into rail and road transportation. Four different approaches to ex post analysis are presented. Fundamental criteria determining success or failure of a project, as well as the so-called secondary constraints on effects are discussed. Criteria for ex post analysis of transport infrastructure investments are also proposed. The theoretical discussion is illustrated with results of foreign ex post research into transport infrastructure investments and studies of selected road investments in Swietokrzyskie province.
