Resumen

The global warming ?either it is true or false hypothesis? has been built into the policy making both in national and international level. Public finances are recommended to be involved in the funding of mitigation and adaptation. The purpose of the paper is to gather the challenges and dilemmas implied by the climate change on fiscal spending and revenues, responsibilities and opportunities, balance and debt.
