Digitalization in municipal and state administration

Resumen

Digitalization has spread to all spheres of social life, and the coronavirus pandemic has only intensified this trend. An analysis of statistical data for 2019-2021 is presented in order to find out the extent to which national projects in the field of digital economy of the Russian Federation have been implemented. Based on the analysis, the main problems and challenges faced by state institutions in the implementation of national programs are highlighted. The impact of pandemic-related constraints on the acceleration of Russia's digitalization was considered. The results show the following. The country is currently forming an increase in demand for digital technology. This process faces certain challenges. Russia's rating of technology integration in business of the international index of the digital economy and society as a whole lags behind the corresponding indicator of the EU countries. In addition to the insufficient and uneven pace of technological change, the lack of necessary digital skills among employees and the population, the effectiveness of digital transformation is significantly reduced by the lack of understanding of the value, the essence of digital transformation and its tools, as well as the increasing over time efficiency of digital transformation by public servants.As a result, a number of projects of state programs are not implemented. In particular, this is due to the uneven allocation of budget funds during the fiscal year. There is a change in the nomenclature of projects within the programs, which may indicate problems in the planning, coordination, and implementation of projects and programs in general.
