POTENTIAL SOURCES OF FUNDING FOR INFRASTRUCTURE PROJECTS DEVELOPMENT WITHIN THE POLISH INLAND WATER TRANSPORT SECTOR

Resumen

The aim of this study is to provide a critical analysis on the funding possibilities of projects planned by the Polish Ministry of Maritime Economy and Inland Navigation (Ministerstwo Gospodarki Morskiej i ¯eglugi OEródl¹dowej). The projects, planned for the years 2016?2030, concern infrastructure development of the inland water transport sector in Poland. The analysis concentrates on both public funds (other than the state/public budget) and private sources. The author points out that the possibility of using private funds (both in the form of a fully market ? such as eg. project bonds, as well as in a mixed form ? eg. public-private partnership) is unlikely. This is due to the lack of institutional capacity on the public side and the high risks and financial shortfalls on the private side. The analysis shows, however, that it will be possible to finance the selected projects of a strategic nature, with the use of publicfunds (in particular the funds managed directly by the European Commission and structural funds).
