Resumen
The article presents results of studies on evaluation of the functioning of public procurement system in Poland. The research was conducted on a group public of transport operators operating on regulated competition market. This paper presents: the conditions of organization and contracting services of public transport, characteristic of the public procurement law and results of the survey. The survey was conducted between June and September 2016, using online questionnaire and direct telephone interviews. The study involved 34 bus public transport operators operating in the major markets of regulated competition in Poland. The results indicate that market participants perceive a positive and negative impact of the public procurement system for the functioning of the market.
